States Loosen Insurance Rules in an Attempt to Draw Business

A handful of U.S. states are revamping their insurance rules to become more attractive to insurance companies. Vermont, Utah, South Carolina, Delaware and Hawaii are attempting to become destinations of choice for special insurance subsidiaries called captives.
